Parking victory toasted
A woman is celebrating after winning a three month parking wrangle with Chiltern District Council.
Jubilant Jennifer Shaw, 56, of Oakview, Hyde Heath, has battled hard to win the backing of parking adjudicator Toby Halliwell after her daughter Alison was penalised when a parking ticket fell from the dashboard to the floor last October.
When Alison pleaded with the council for the parking penalty to be withdrawn she was informed that the council would be sticking to its no concessions policy.
Mrs Shaw then launched a determined one woman campaign aimed at supporting her daughter against the council.
She lobbied commuters at Amersham Railway Station and many people wrote in support of the Shaw initiative.
After several months of uncertainty, Mrs Shaw eventually persuaded Manchester-based Mr Halliwell, who adjudicates nationwide on all parking disputes involving local government, to back her stance.
Mrs Shaw, who was supported throughout by her family, and by parish councillor Rodney Howlett, said after Mr Halliwell came down on her side: "I am ecstatic, literally over the moon."
Mr Halliwell, delivering his formal verdict this week, said: "The council do not appear to have reached a position as to whether or not they accept that the ticket was initially purchased and displayed.
"Furthermore their correspondence indicates that they effectively have a blanket policy whereby they decline to waive any ticket issued in circumstances where the pay and display ticket is purchased and displayed, but then dislodged."
Rachel Prance, a spokeswoman for Chiltern District Council, has said: "We recommended that Mrs Shaw should make a formal representation (to the adjudicator)."
